I've downloaded TigerCAD and installed it on my system. When you start it for the first time, a window will display all the necessary settings that you can use to scale your drawings. There is also a built-in Help section where everything is explained about the scaling for the documents you import.
Download the software, then go through the first configuration steps and access Help > Launch help Window. Switch to the Search tab and input "scale".
No, TigerCAD does not support DWG or DXF files. The application only supports TGC file format which is a proprietary one created for this application. You will need AutoCAD or any compatible cad application in order to open DWG or DXF file format.
Yes, it works perfectly on Windows 10. I use TigerCad on Win 7 as well as on Win 10.
